The Afternoon Update audio brief for Wednesday, October 28, 2026 — tap play above to listen with slides and subtitles. Six stories are on the wire this afternoon: a deadly rail crash in Spain with Canadians among the injured, a Bank of Canada rate hike, a major shift in Canada's European ties, and more. Here's what happened:

At least 68 dead in Spain train crash; two Canadians hurt

A high-speed train slammed into the rear of another train that had stopped, derailing two carriages and killing at least 68 people — one of Spain's deadliest rail disasters in years, and the second fatal collision to raise doubts over the country's high-speed rail network. Prime Minister Mark Carney confirmed that two Canadians were hurt in the crash. Officials are still working to determine the severity of their injuries. Spanish authorities have opened an investigation into how a train came to be stopped on the line ahead of the collision.

Bank of Canada hikes key rate to 2.5% — and Doug Ford is blasting it

The Bank of Canada raised its key interest rate to 2.5% on Wednesday, with governor saying the move was needed in the face of persistent inflation — and suggesting another hike remains possible. The central bank pointed to an oil-price shock as a key driver of the price pressure. Ontario Premier Doug Ford called the decision "a massive mistake," arguing it will squeeze households and businesses already stretched. It's the first rate increase since 2023, and the tone from the bank suggests more tightening could follow if inflation stays hot.

EU set to scrap 'associate member' offer for Canada

The European Union is set to scrap its so-called associate membership offer for Canada — in favour of something even closer. Senior officials say the new relationship will land "closer to membership" than anything Canada has had before, and the Canada-EU Summit in Montreal is set to launch additional talks on a deeper partnership. The move comes as Prime Minister Mark Carney pushes to diversify Canada's trade and security ties away from the United States. A poll published Wednesday found nearly 75% of Canadians think Carney is on the right track seeking closer ties with Europe.

Canada reports limited progress in trade talks with the U.S.

A Canadian official says there has been only "limited progress" in recent trade talks with the United States, with both countries working on a deal to ease U.S. tariffs on Canadian steel and autos. Prime Minister Carney said Canada is not yet in a position to reach an agreement — and won't rush one before next week's U.S. midterm elections. The statement tempers expectations that a breakthrough is imminent. U.S. Ambassador-designate comments in a closed-door meeting suggested Ottawa could even be blamed if the midterms go against President Trump's Republicans.

New MAID bill would exclude mental illness

Justice Minister Sean Fraser introduced a bill Tuesday that, if passed, will stop the scheduled expansion of medical assistance in dying to people suffering solely from mental illness. The legislation would also allow people to be euthanized after they lose the capacity to decide — an arrangement they arranged in advance. Advocates for the expansion are calling the exclusion "a stab in the back," saying people with mental illness are being denied an option available to others. Fraser responded to the pushback by arguing "making the right changes" to MAID matters more than unanimous support.

Parti Québécois promises to abolish the time change

The Parti Québécois says it hopes to table a bill that would abolish the twice-yearly time change in Quebec by spring 2027. If it passes, Quebecers turning back their clocks this weekend would be doing it for the last time. The proposal lands as clocks across Canada fall back an hour this Sunday for what may, in la belle province, be the final adjustment. Several jurisdictions have debated ending daylight saving time in recent years, but Quebec would be among the first in Canada to actually legislate it away.
